I’m confused. Thanks in advance for any help with this.
First the terms say:

But, then it says:
You may modify the theme as you wish, but if you are planning to release your modification, please ask for permission first.
Wouldn’t using the theme without any restrictions (i.e., updating photos, changing fonts and colors, etc.) be ‘modifying’ it? So, we can use it for free without any restrictions, but anytime we change the themes and host them on a domain, we have to ask for permission?

Well you are partly correct as the theme is released under GPL and you are fully allowed to use it for all your projects for free and without any restrictions. But if you thinking of making some changes and planning to release it as freebie (as same as how we released this theme here on our site) or paid then you need to talk to us first. If you want to host this theme on your domain or you want to use it with making some changes then no need to ask us.
In short, you can not re-release it (free or paid) for others to download.
